Employment Tax Increment Financing (ETIF)
If your for-profit, non-retail, non-utility business is adding a minimum of five (net) new Maine jobs within a two-year period, it may be eligible for Maine's Employment Tax Increment Financing. Under the ETIF program, businesses are reimbursed up to 80% of their new employees' Maine income tax withholdings for up to 10 years. To qualify, new employees must receive an annual income greater the county's average per-capita income, and be provided access to group health insurance and an Employee Retirement Income Security Act (ERISA)-qualified retirement program.

Pine Tree Development Zones
The Pine Tree Development Zone Program was created by Gov. John Baldacci and funded by the Maine Legislature. Pine Tree Development Zone (PTDZ) program offers eligible businesses the chance to greatly reduce or virtually eliminate state taxes for up to ten years. The goal is to create:

  • Quality jobs in targeted geographic areas with high unemployment and low wages.
  • In targeted industries including: manufacturing, including precision manufacturing technology; financial services; biotechnology; aquaculture and marine technology; composite materials technology; environmental technology; advanced technologies for forestry and agriculture; information technology

Maine Technology Institute (MTI)
MTI is a non-profit organization established by the state Legislature in 1999. MTI provides funding for private companies and research laboratories to support and promote research and development, and assist innovative Maine companies and inventors in getting their products to market.

MTI's support creates new jobs for Maine people in targeted technology sectors. Their competitive awards require a one-to-one cash match by the recipient, and are based on scientific or technical merit, commercial feasibility, and positive economic impact on the state. MTI offers three award programs:

  • Seed Grants : Up to $12,500 per project to support early product development, commercialization, or business planning and development; awarded up to six times per year
  • Development Awards: Up to $500,000 per project; awarded three times per year
  • Cluster Enhancement Awards: Up to $500,000 per project for collaborative efforts that stimulate and support growth of technology businesses and infrastructure; considered monthly
